Missing table in footnote when converting from XSL-FO to Word or OO Writer

Hello,

With XMLmind XSL Utility 4.6.1, if I use the attached, minimal XSL-FO, 
the table in the footnote does not come out when converting to any of 
the three Word formats or the Open Office Writer format (.odt).  It does 
with RenderX XEP and with Apache FOP.

Is there something I can do to make it come out with the Word and OO 
formats?
