We know that Visual J# is no longer supported by Microsoft but this
should not preclude installing the Visual J#® 2.0 Redistributable
Package on recent versions of Windows (e.g. this worked fine on Windows 8).

See this FAQ:

Microsoft has retired the Visual J# product. (This is explained in the
Visual J# Home Page.) Does this mean that XFC in its .NET version is now
obsolete?

No, not for now.

We do not support Windows 10 yet. In the very near future we plan to
test all our products against Windows 10 and make changes if needed too.

In the case of XMLmind XSL-FO Converter .NET edition:

* May be you simply need to unistall the corrupted Visual J#® 2.0
Redistributable Package and then re-install it.

See also this API which may be related to your problem:

http://www.xmlmind.com/foconverter/_distrib/dotnet/doc/api/html/T_XmlMind_FoConverter_FixDotNET4.htm

* If this proves impossible, then we'll consider using a tool other than
J# (namely IKVM.NET) to port XMLmind XSL-FO Converter to the .NET
platform. However, this port would not be available before several months.
