Yes. XMLmind XSL-FO Converter translates XSL-FO to RTF, WML, DOCX and 
ODT, NOT to PDF or PostScript.

XMLmind XSL-FO Converter is a low-level tool designed to be 
embedded/integrated into/with other applications.

1) Free, open source, Apache FOP. This XSL-FO processor is used to 
generate PDF.

2) XMLmind XSL-FO Converter, our commercial product. This XSL-FO 
processor is used to generate RTF, WML, DOCX and ODT.

Moreover if you have a RenderX XEP copy installed on your computer, 
XMLmind XSL Utility can use it too to generate PDF.
