Hi - Can you help?

I am using the XMLMind server to generate a DOCx format file (sample attached).

On the front cover of the document, I wish for the ‘text’ (currently appearing on page 2) to ‘overlay’ on top of the front cover image. 

The definition for that section of the document as I have is like this:

I have attempted many different ways to achieve this - and I was hoping that the x-index property would have worked for me? But it seems to not be doing what it should.

Do you have any suggestions as to what may work?
