Initial Comment:
According to the XML-Schema specification, Including a 
schema without a target namespace from a schema with 
target namespace should inherit the target namespace 
to the included schema, meaning
the components from the included schema become part 
of the namespace of the main schema.
xsddoc currently doesn't support this. Instead such 
included components are interpreted as in no namespace.
