Summary: xsddoc build file init target

Created new target:
 <target name="init" >
      <mkdir dir="classes" />
      <mkdir dir="../dist" />
      <mkdir dir="doc" />
  </target> 

so the build does not fail when a fresh checkout from
cvs is made and the classes, dist and doc directories
are not present.
