org.xmlpull.v1.XmlPullParser is an interface and thus 'public static final'
constants and 'public' method declaration modifiers are redundant. Compilers
other than javac complain heavily about it.

I'd suggest removing all such redundant modifiers which would improve code
readability.

I'm not attaching patch since it's a trivial modification.
