[Bug 167] add skipSubTree to API

I'd like to see this functionality added also. Being able to skip over an 
entire subtree is a basic XML parsing operation that a LOT of people parsing 
XML are going to need. Yes, I can write it myself. But a substantial number of 
users are going to want it, and it's silly for each of them to have to write 
and test it themselves. There should be one, standard way of doing it.
