yes - they are in CVS *but* our admins during disk reshuffling made 
anoncvs and viewcvs no longer working. temporarily try to use 
"/l/local/repository/cvspub" instead of "/l/extreme/cvspub" or download 
latest source distribution that has everything from
http://www.extreme.indiana.edu/dist/java-repository/xpp3/distributions/
but that is of course down too (Murphy's law ...)
and of course no maven repository picks it up ...

if you are lucky it may work to download it from here:

please make sure to indicate what is license for the contribution - we 
want to make sure that code stays open source and as much as possible 
public domain so it is easy to use for everybody (Apache v2 license?).
