AFAIK, there are no legal problems, but IANAL.

PDFlib does have terms covering commercial use, but you don't have to
use PDFlib.

Not to my knowledge.

Most of the libraries that xmlroff uses are present on computers
running recent versions of GNOME.

To compile xmlroff itself, the only package from the xmlroff project
that you need is the 'xmlroff' package.  The other packages are mostly
useful when working with the source, although you may find the
'libfo-examples' package helpful if you want to integrate the 'libfo'
library into an application.

Provided you comply with the terms of the license, I don't have a
problem.

If you contribute improvements to the xmlroff code, then I could
become quite enthusiastic.
