Did you see <http://xmlroff.org/phpwiki/index.php/DesignNotes>?

It hasn't been added to recently since there's been no indication of
people reading it.

Then ask where to start.  Either ask for suggestions on how to do what
you want to do or ask for suggestions for simple things that you can
do.  There's also the bug reports and enhancement requests on the
SourceForge project site.
