xmlroff 0.3.1

xmlroff 0.3.1  is now available.  Also new testsuite and testing
packages and a new testresults package with the results of running
xmlroff 0.3.1 on the testsuite.

Now to find the energy to announce it on the XSL-related mailing
lists...
