When the X11 colours took longer than expected, I used the remaining time on the weekend to implement 'border-color' rather than work on external graphics (unfortunately). I implemented the property, but haven't hooked it into the property resolution code. If someone wants to test their knowledge of the source code, they could look at what I did (starting with the 'spec-dump' module) to see how well they understand what I did and why. For the really adventurous, they can look at fo-context-util and see what would need to be done to support it similarly to how the 'padding' property is resolved w.r.t. the non-shorthand 'padding-*' properties. For the less adventurous and less source-code-inclined, we'll need test case FO files for testing 'border-color' once it's fully implemented. Any volunteers?
