No, it's not correct (but you already knew that).  It's:

http://prdownloads.sourceforge.net/pangopdf/pangoxsl-1.6.0.0.tar.gz?download

It must have been my error when updating the PangoXSL version number
in the INSTALL file some time when the PangoXSL version changed.  The
xmlroff version number in the INSTALL file is automatically updated
for each release.  I'll have to do something about either
automatically updating the PangoXSL download URL or just referring to
the PangoXSL project's download page.

Thanks for pointing this out.  I'll change the INSTALL file and
re-upload the xmlroff release.
