ANN: xmlroff 0.3.3 released

xmlroff 0.3.3 is now available from SourceForge:
http://sourceforge.net/projects/xmlroff

The biggest change is the addition of the border-related shorthands
thanks to Julian Rosse.  Tim Waugh contributed some build-related
fixes.

The xmlroff website is yet to be updated, and the release needs to be
announced on the XSL-related mailing lists.  Any takers?
