That would be good, but don't feel pressured to contribute.

If you are interested in SVG, then please work on it.

There's two immediate applications for SVG in xmlroff:

 - As an output format.

   I noticed yesterday that GNOME Print supports SVG output, so it may
   be as simple as replacing one string in fo-doc-gp.c.

 - As an instream-foreign-object

Are you able to take on one or both of those tasks (with my help as
needed and with no deadline attached)?

If the rest of GNOME-like things are going that way, I expect xmlroff
will too.
