#xmlroff on irc.oftc.net

Thanks to Stefan's gentle persuasion, I have registered the '#xmlroff' channel
on irc.oftc.net for xmlroff discussion.

Stefan and I already had some useful discussion on #xmlroff yesterday about
testing.

I will monitor the channel, but won't always be 'on'.
