I believe it should be the directory of the input XML document.

Who is the maintainer of docbook-testdocs-1.1 ? Norman Walsh ? Bob Stayton ?

I agree. I remember long discussions related to xml:base when xi:include support
was added to docbook a while ago. I'd suggest you resend the mail to the docbook
lists ([email protected] and / or [email protected])
