This needs Autotools-fu, which is even more mystical than C-fu. I don't know why configure is not finding the bundled PangoXSL. As I said in IRC on #xmlroff, I have checked in a modified xmlroff 'configure.in' that does away with running 'configure' twice. If you are able to access xmlroff CVS, please check out the current code, copy across the 'pangoxsl' directory from xmlroff-0.3.99, and run './autogen.sh' to create and run a new xmlroff 'configure' script.
