xmlroff 0.4.0 released

xmlroff 0.4.0 is now available from
http://sourceforge.net/projects/xmlroff/.

It really is just a few minor build fixes compared to xmlroff 0.3.9.

It's more significant as a break from the statis that xmlroff has been
in since I left Sun (or vice-versa).

xmlroff 0.4.0 is only available as .tar.gz since I'm currently using
a Xubuntu system and haven't worked out how to do either RPMs or the
Xubuntu-style packaging on it yet.
