Sorry, bad copy/paste. Can you try this:

xmlsec1 --verify --id-attr:ID urn:oasis:names:tc:SAML:2.0:protocol:Response
/tmp/saml-payload.xml


(you need to specify the node name Response in addition to the
namespace url)
