Signature Online Verifier - UTF-8 problem

Hello,

I'm trying to verify example.xml file (in attachment) using Online Signature 
Verifier https://www.aleksey.com/xmlsec/xmldsig-verifier.html

I got the error "Input is not proper UTF-8, indicate encoding !"

Example file starts with <?xml version="1.0" encoding="UTF-8"?> and there are 
some correct czech unicode characters inside dsig:X509SubjectName element.

What's wrong?
