I think the issue is your use of text value templates

<xsl:non-matching-substring>{pt:replaceTextArobase(.)}</xsl:non-matching-substring>
that strips any elements; you need to use
   <xsl:non-matching-substring>
     <xsl:sequence select="pt:replaceTextArobase(.)"/>
   </xsl:non-matching-substring>
