Do you mean "do not show the page number" or "the page is not included in 
the steadily increasing page number"?

The former is easy, just use a page master that doesn't reference static 
content that includes a page number.

The latter is not possible unless you know the page numbers at all the 
breaks.  If you do know this information, each time you create a page 
sequence you can specify the starting page number in that sequence.  There 
is no way in XSL-FO 1.0 to instruct the formatter to suspend the counting 
of a page for a given page but otherwise continue steadily increasing the 
page number.

No ... that is only to detect a page generated by the formatter instead of 
triggered by paginated content.
