Future of EXSLT

Years ago we got EXSLT to a just-barely-good-enough stage, and since
then the project has been stagnant.  Lately the community has rightly
clamored to keep the project moving forward.  Long-standing problems
such as unclear license and unclear reference implementations really
should be addressed, and of course there is a lot a lot of energy about
establishing extensions for XSLT 2.0.

The original managers (Jim Fuller, Dave Pawson, Jeni Tennison and I) had
a discussion, with contribution from Florent and Dimitre, and we decided
that moving to a wiki is probably the best way to breathe life back into
the project.  We could control who has write access to avoid wiki
vandalization issues, but at the same time we could open things up so
that more people can contribute.

I spoke to my fellow partners at Zepheira, and we're willing to host the
wiki, backed by a full-time sysadmin resource.  Eventually we can host
the mailing list as well (they're on Fourthought servers at present) but
 the Web site is the most pressing issue right now.

In terms of wiki set up, the initial contributors, the migration from
the current site, and such issues, I'll start a separate thread for such
community discussions.
