On the WGs we increasingly use Bugzilla to communicate, at all phases
including requirements discussion. That's a misuse too, but it works well,
because it means it's easy to pick up on the current state of a thread which
may sometimes run for a couple of years, it encourages people to keep issues
separate, and it has status markers which enable you to determine the
current status as well as searching for open issues in a particular area.
