Proposal: exslt:memoisation attribute and/or extension element

After careful consideration I have decided to propose a new extension
attribute or global scope element:

As attribute of func:function 
  exslt:memoisation="yes|[no]"

As a global scope extension element it will have attribute named
"functions", whose value is a list of names of func:function elements. The
result is that memoisation will be turned on for those func:function-s.

Memoisation is an important, powerful and elegant feature in designing
compact and efficient algorithms. There is the precedent of Saxon
implementing it.

Including such new and useful features like exslt:memoisation is what will
make exslt still important even in the era of XSLT2.
