A few summary notes on this effort.  In his original kick-off document
[1] John reported "EXSLT currently provides 71 extension functions and 5
extension elements categorized into 9 modules."

This proposal includes 5 new elements, 19 new functions, 3 new foreign
attributes, 2 new output methods and one new namespace for
system-property.  One element is removed from current EXSLT
(math:random, which is already deprecated in favor of random-sequence).

There are 3 new modules.  From the critical Common module there are two
additions and one subtraction.
