Experimental EXSLT Site Build

I've put up a build of my EXSLT Subversion branch[0] for our collective
reference, in the hope that it will make providing feedback easier and
that it may possibly encourage more submissions by providing an avenue
for giving them greater visibility.  This build naturally reflects the
current state of the branch, and of course it is non-normative[1].  It
currently contains the proposals that I've submitted with respect to the
new "Resource"[2], "System"[3], and "URIs"[4] modules, and I look
forward to experimenting with other changes, both substantive and
asthetic.

I hope that we can have many productive discussions and that we can work
together to refine and stabilize EXSLT.
