missing copyrights and licensing information

I would like to use some xslt templates provided on http://www.exslt.org/ 
in an open source component (svn2cl). However I cannot find any copyright 
and licensing information on the site. Also the downloadable zipfiles do 
not contain any copyright or licensing information.

Who owns the copyrights to the distributed files and under what license 
are they made available?

To make a suggestion for licensing I would recommend a BSD-like license 
[1,2] or possible the LGPL [2].
