Named Template not found

Named template '{http://exslt.org/dates-and-times}format-date' does not
exist in the stylesheet.

I can't seem to figure out why I keep getting this error. All the files are
in the right spot and I think I'm referencing them correctly. Here is the
start of my xls page.
