name space is not functioning?

Dear brothers and sisters,

I tried to call this but the date name space is not functioning. 
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
xmlns:ms="urn:schemas-microsoft-com:xslt"  
xmlns:rs="urn:schemas-microsoft-com:rowset"
xmlns:date="http://exslt.org/dates-and-times"
xmlns:dsp="http://schemas.microsoft.com/sharepoint/dsp">  

Seems the name space is no more valid?
http://exslt.org/dates-and-times
