Hi Lars,
We exchange MARC records beetween aplications. The goal is don´t 
duplicate the job. We can import the records write by others in our 
catalogs, and then modify it to your needs.
You don need merge MARC records.

The Library of Congress Control Number is an internal number of the 
Library. The ISBN is an international number that identifies the 
published materials.
"An ISBN is essentially a product identifier used by publishers, 
booksellers, libraries and internet retailers for ordering, listing, 
sales records and stock control purposes. The ISBN identifies the 
publisher as well as the specific title, edition and format." [1].

I believe that would be better to use MODS records. They are a selected 
subset of MARC21 records and there are XSLT file for conversion.

MARC is an international standard and need to solve the needs of a 
great and very different community of libraries. So, generally you 
don´t fill all the data in a record.
