Some questions regarding TM/XML

Hello,

1. Is there an informally agreed upon media type for TM/XML, e.g.  
"application/tmx+xml"?
2. Is there a deeper reason why the value of a name is wrapped in a  
separate "tm:value" element, but the value of the occurrence is  
becoming the content of the occurrence element?
3. Any new developments regarding TM/XML?
