I know it :)

CouchTM is the practical part of Hans-Henning Koch's Bachelor thesis.
It was dormant for a while but he's back in business since end of
July.
It currently passes the TMAPI 2.0 test suite but AFAIK not yet the
CXTM tests (because it uses type-instance Associations, maybe other
reasons as well).

It will be published as Open Source (with the Apache 2 License) as
soon as the Bachelor thesis is submitted (it cannot be done not now,
due to the DIY-constraints on a thesis). It will be published via
Google Code and will have a public Maven repository.

There are no plans to support TM/JSON so far due to time constraints
but I guess this will be a welcome addition for later.
