Status of the Dublin Core to Topic Maps mapping?

Hi all, I wonder if someone is working on WD 29111 [1] and if I can safely use the proposed PSIs and mappings. Further, I found some oddities like mapping dc:creator to an association, which does not work in 98% of the use cases I found since dc:creator is almost always a string containing just the name of the creator (which is also proposed by Dublin Core [2]). The same holds true for dc:publisher and dc:contributor. Therefore it's difficult to process the DC -> TM mapping with RTM [3] (a draft is available at [4]). I understand the advantages of treating the creator as topic and connect it to the resource via an association, but it does not work practically (without manual editing).
