Nope. The notation is correct [tmdm:topic-name] is a Safe CURIE [1]
and "si" indicates the "kind" of the topic reference. It's explained
in section 4.1 "Prefixes".

Since the locator is used in a specific context "subject_identifiers",
the prefix "si", "sl", and "ii" is not necessary. Btw, this hasn't
changed between JTM 1.0 and 1.1
