Good catch! The spec should define what "matches" means in more
detail.

I'd think that the regular expressions should define implicit
boundaries (this would also be conform to the XSD regular expressions)
although this behavior differs from popular (programming) languages.

If the boundaries are implicit, TMCL should provide an example how to
create an unanchored match (see the XSD spec).
