Sure, as an implementation choice what you say has a lot to recommend
itself.

I was having an off-list discussion quite recently about an association
"form" that would have limited drop down menus for roles and boxes for
players (by natural language names) without ever using the term
"association." 

Just an editing/data entry device for a particular type of information.

Which would be integrated into a form amenable to treatment in a topic
map.

What I think would also be quite interesting, would be for users to be
able to say, "no, that isn't the correct role/type, etc." and to
suggest, from some limited set, the correct one. 

"Just the results ma'am." ;-)

The simpler and more focused the form, the easier I think it will be to
get useful data.

PS: I can imagine a form that relies on NLP to process news stories or
other content and suggests a pick-list of topics that are present in
that story and users get to select from the list. Perhaps it only offer
the choices it can't make plus a couple of easy ones to keep users
interested. 

Or as you say, it offers content for users to edit.
