Thanks! Still gathering information to answer your last question, but mired in a few things this week. The versions above make more sense (at least through page 11) than the earlier things I'd seen of the 2008 drafts (as they were incomplete and had editorial commentary). I have some half-formed thoughts on the extensibility (or not) of the axes definitions relating to qualifications and how that would overlap/collide with the internal ontology of one of my own TMRM map implementations, but I haven't worked it all through yet. Ideally though, what I'm thinking would provide an extensibility layer so that you weren't restricted to a particular TMRM to TMDM mapping if you needed it. I know the way I map things to and from TMDM isn't quite the same as the proposed mapping in TMRM v7, for example.
