These are (safe) CURIEs [1] and they were introduced in JTM 1.1. You
don't have to use them (as serializer), though. You can also write:
"subject_identifiers":["http://psi.example.org/bla"]
or
"scope": ["si:http://psi.example.org/country/US"]
Each valid JTM 1.0 instance is a valid JTM 1.1 instance. If you want
to start simple, you can implement JTM 1.0 and ignore CURIEs and the
new JTM 1.1 stuff.

That's the notation for safe CURIEs [2].

That's perfectly okay (in JTM 1.0 and JTM 1.1).
I don't know if you're writing a JTM deserializer or serializer but in
any case you may be interested in the JTM test suite at [3] (JTM 1.0)
and [4] (JTM 1.1). See [5] for more information.
