Refractorization of Standard-Parts

Greetings!

While I am not unsympathetic to the suggestion that TMQL could be made 
shorter and "cleaner" by refractoring some parts of it into the TMDM, 
CTM and TMCL, I think that presents more difficulties than advantages.

As the issue list notes, the TMDM is set in stone. CTM and TMCL are 
nearly complete. So, any effort in this direction is going to have to 
exclude the TMDM and possibly delay both CTM and TMCL.

Given our history with meeting deadlines (not) for production of 
standards, assuming there is no substantial shortcoming that can be 
addressed *only* be refractoring, I think we need to proceed as is.

We will have another shot in five years and by that point more 
implementation experience with all the various parts. We may do more or 
less refractoring that appears to be necessary at this time.

Given the concern of the ISO Secretariat over our failure to meet 
deadlines in the past, I suggest that we simply push forward at this point.
