Proposed new non-requirement: administrative commands

I'm continuing the series of proposals for new requirements. Once I've
gone through the list Robert and I will put together a new draft of
the requirements document for review by this list. We'll send it to
ISO once Montréal starts getting close.

Anyway, the proposed new non-requirement goes like this:

  TMQL shall not define administrative commands (like index
  maintenance), though later versions may do so.
