The problem with the "workarounds" is that they either force all Unix 
filenames to be interpreted as ISO-8859-1, or they make it impossible 
for the user to paste the output of a directory listing into a yaml file.

I think I am being overly theoretical in my complaints, rather than 
listing exactly the use case I want, which is what I describe above.

Putting Unix into a non-Unicode ghetto is not an answer.
