Re: New invalid UTF-8 proposal using tags and %nn

This is not acceptable, because you are proposing that all non-ASCII be 
written as 2 or 3 %nn sequences, thus making it unreadable. The result 
of this is that users will treat the data as being ASCII, or if they 
have a code table, as being ISO-8859-1 or CP1252.

I absolutely require that a valid UTF-8 character be represented by the 
matching Unicode character in the file.
