"invalid sequences" are allowed in the arrays, and detecting and handling them is correctly deferred until display. This is because Microsoft does have some intelligent programmers on their staff, who know how to design a system so it is practical to implement. Note that the tiny fact that they allow "invalid UTF-16" means you suddely see a need to store it.
