How to build pyyaml in windows(with libyaml)?

I would like to use pyyaml for python 2.7 in Windows but there is not pyyaml
for python 2.7. Any instruction to build both libyaml and pyyaml in windows
environment? Pyyaml is building in windows with mingw or Visual Studio c(or
it is using cross compiling in linux which I don't run linux)?
