Yeah, there are weeks when the PyYAML site goes down for a while. Just give it time, it will come back up soon. I am actually considering mirroring the website on my personal website. (Just to give me something to play with) Also, to report issues for LibYAML, open a ticket (there should be a link or menu item that is called 'Tickets' or something like that), and in the category (or package) (I don't recall exactly what the field's name is) you will select LibYAML.
