YAML 2.0 Proposal: Eliminate Directives

This was a bit unexpected, but as I was trying to make a few improvements
on YAML directives; you know, these things:

%YAML 1.2
%TAG ! tag:clarkevans.com,2002:

I realized that the elegant and most correct solution was to eliminate them
completely from the syntax. Thus:
