I like the notion of simply converting the directives to a previous document in the stream. Presumably this prefix document will remain in effect until a different such document appears? We can do a lot of bike-shedding on the syntax of such document, but the simplest thing is something like trans1.yaml. This probably needs to be tagged !!directives instead of !!directive but that's very minor.
